About this hub |
The Asia-Pacific Economic Cooperation (APEC) member economies account for around 60% of the energy consumption around the world. Climate change can impact both individuals and economies, with developing economies experiencing the most adverse effects. Climate change contributes to the increasing number of natural disasters, with about 70% occurring in Asia. Buildings are accounting nearly 40% of global carbon emissions. Therefore, decarbonisation building, especially older stock, through energy efficiency improvements not only reduce carbon emissions but also generates co-benefits in health, energy affordability and the labour market. APEC committed to tackling climate change by reducing 45 per cent of energy intensity by 2035 against the 2005 level. According to the APEC Energy Outlook 8th Edition, the energy consumption by the buildings sector is expected to increase by almost one-quarter in the reference scenario owning to rising standards of living that allow people to access more services. Retro-commissioning (RCx) is an energy-efficient process that helps improve energy efficiency, leverage technical knowledge, create green jobs, enhance well-being, and encourage broader energy efficiency investment in buildings. Through the implementation of RCx, energy efficiency and operational performance of the buildings can be elevated by analysing and refining the building system operation. With the success of APEC funded-project “Capacity Building Workshop on Retro-commissioning” (EWG 09 2020A), the member economies acknowledged the benefits of RCx can optimise the operation and energy efficiency of buildings, thus saving costs and reducing carbon emission. Following the APEC Project EWG 09 2020A, Hong Kong, China conducted another APEC funded-project "APEC Retro-Commissioning (RCx) Hub: Training and Registration Scheme" (EWG 07 2022A). A website, “APEC RCx Hub” is built alongside this APEC funded-project, for capacity building among APEC member economies. This APEC RCx Hub aimed to serve as a platform for collaborations among APEC member economies to accelerate the mainstreaming of RCx. This a website where we can store and share documents such as technical guidelines, best practices, and showcases, as well as non-technical papers such as the strategies for promoting RCx in APEC member economies. Another function of this hub is to share training or workshop information available in the APEC region. The hub will facilitate regional collaboration for energy efficiency and conservation.
